                       ---------------------------------

HELP FOR THE QUALITY MEASUREMENT MENU
-------------------------------------

A. CFE provides simplifed processes to track, establish, end and receive
updates of Quality Measurements for customers. The AXE platform can
have up to 256 Basic Access measurements at a given time.

The measurements results are contained in 8 registers. They are ...
UNAVAILABLE time, ES, SES, UNAV Time, presented in two directions
LT to NT (exch to cust) and NT to LT. There is no timestamp or hourly
reports and you can only see the current values (SLQRP) by operator
request, they are incremented on error occurrence and cannot be reset
other than the program ending or being ended. OCFE updates and
displays the number of free & running programs in each exchange after
       program change.

B. When initiating a program ... wait for 5minutes before checking for any
error data as the task is low priority in the switch and it may take
       this long to establish.

C. The following notes are to explain each key function and its use.
