                CFE AXE /A4 Frame Handler Help 
                -----------------------------------
    The Frame Handler function is activated on a LIBAE or LIBAV5E 
by the registering of that device with the Frame Handler Local (FHL) device
dedciated to device's magazine.

CFE checks for FHL registration.  If it is then observe the allocated
	TEI, LI1, LIC2 and LIC3 values.

CFE checks for states of FHL and the identity of the parent FHC (concentrator)

CFE Checks for states of the FHC (SNT state) and the Bd & Ibd channels
	It decodes channel & device states.

CFE checks for SPC between FHL & FHC and also FHC & the TNS

The Local Frame Handler (FH-L) function statistically multiplexes Layer 2 
frames from up to 60 D-channels (16 kbit/s) into one to four IBD channels 
(64 kbit/s).  The IBD channels are connected to the Frame Handler Concentrator
(FH-C) function, which statistically multiplexes Layer 2 frames from up to 
30 IBD channels (64 kbit/s) into one to six BD channels (64 kbit/s). The BD 
channels connects the FH-C to the packet handler through one or more telephone 
exchanges.
